Is there any help with medical costs abroard?

My father is in a private hospital in Bangkok, Thailand. He has had his leg amputated and had a couple of major operations which include artery bypes. If the insurance company won't pay which I am sure they won't. What options do I have with regard to paying for the treatment as the costs at the moment is about 40k. My father is now a pensioner 67 and doesnt have a lot of money. Anyone with any thoughts/ideas please let me know. Surely there must be some help from the uk?
